NYC health department fines at record levels

New York Post: The New York City Health Department expects to collect a record $27 million in fines this year, up 25 percent from initial projections. Officials insist the increase is not related to a wave of inspections that took place following an incident where rats were filmed scampering around a Greenwich Village Taco Bell.
